From Tianjin to Wuhan

In February 2011, we completed a training seminar on the French GHG methodology in the framework of the partnership between Bordeaux and Wuhan. Five experts from the city of Wuhan participated, representing various local organizations, including the Institute of circular economy, the Wuhan bureau of environment, as well as the Committee on Urban and Rural Construction.

The project has been awarded the special prize of decentralized cooperation in Strasbourg in November 2014, this prize recognizes the innovative and successful cooperation between Bordeaux and Wuhan on climate change, and gives a special recognition to the carbon reduction project.

The first phase of this project was completed in February 2015, including a validation workshop that was approved by the cities of Wuhan and Bordeaux.  The project conclusions were presented to the National and Development Reform Commission (NDRC) on February 5, 2015 in Beijing.  The NDRC gave its full support to the project and encouraged replication in other Chinese cities.

NDRC experts have recognized the quality of the project and validated its continuity and deployment to other Chinese cities.  They also strongly supported the project presentation at the COP21 (link in French) (Conference of Parties to the UN Framework Convention on Climate Change – UNFCC), to be held in Paris from November 30 to 11 December 2015.

The project has received a special recognition and has obtained the COP 21 label.

The next steps for 2016 are the following:

  • Expand the scope of action to the eco-city of Wuhan Caidian and include a PCET (Climate and Energy Plan) of Greater Wuhan by the end of 2016 / early 2017;
  • Capitalize on our projects in China to create new partnerships.

From Wuhan we moved to Shenzhen, where IES has performed the first training seminar on climate change and the French GHG quantification methodology with the Institute of Building Research (IBR). We are working closely with IBR to develop tools and methodologies to quantify GHG emissions and allow to build emission reduction action plans.
